Tether was one of the first stablecoins created, built upon Mastercoin ([Omni](https://www.omnilayer.org/)), a protocol layer for Bitcoin that introduced the stablecoin concept in 2012. The first tokens were [issued](https://web.archive.org/web/20220423002427/https://www.omniexplorer.info/tx/ce36efda15bc6cf99ba6a010e71b47b00a5ea2071a392839effe7ed392cf690f) on Omni in October 2014, with the project [rebranding](https://www.coindesk.com/markets/2014/11/20/realcoin-rebrands-as-tether-to-avoid-altcoin-association/) to “Tether” in November 2014. Tether pioneered what is now known as a fiat-collateralized stablecoin model and is the most [widely transacted](https://messari.io/screener/screen/stablecoins-zjjb) stablecoin.\n\nIn January 2015, [Bitfinex](https://www.bitfinex.com/) became the [first platform](https://cointelegraph.com/news/bitfinex-adds-tether-the-first-real-world-currency-platform-on-the-bitcoin-blockchain) to enable trading of USDT.\n\nIn November 2017, Tether was [hacked](https://amycastor.com/2019/01/17/the-curious-case-of-tether-a-complete-timeline-of-events/), in which the “Tether Treasury” wallet address was drained of ~$30.95 million in USDT tokens. While these funds were not recovered, the project team marked these stolen tokens as “[unredeemable](https://www.ccn.com/tether-treasury-hacked-31-million-flagged-as-not-redeemable/).”\n\nIn 2018, Bitfinex, facing an alleged $850.00 million loss due to [Crypto Capital's actions](https://messari.io/report/history-of-tether#:~:text=In%20the%20latter,told%20the%20public.), secured a line of credit from Tether. This loan was scrutinized by the New York State Attorney General (NYAG) since Tether's reserves, believed to fully back USDT, were used. In April 2019, the NYAG [revealed](https://ag.ny.gov/press-release/2019/attorney-general-james-announces-court-order-against-crypto-currency-company) conflicting transactions between Bitfinex and Tether in an alleged attempt to cover the loss. By 2021, Bitfinex claimed that it had [repaid](https://decrypt.co/56833/bitfinex-claims-its-repaid-a-750-million-loan-from-tether) the loan; however, the [NYAG found](https://ag.ny.gov/press-release/2021/attorney-general-james-ends-virtual-currency-trading-platform-bitfinexs-illegal) that Bitfinex and Tether made additional false statements to conceal the losses, ultimately leading to financial arrangements between the two to cover the losses. Tether and Bitfinex [settled](https://twitter.com/Tether_to/status/1364197571300913153) with the NYAG in February 2021, agreeing to pay an $18.50 million fine, ceasing trading activity with residents of New York (United States), and implementing “a number of steps to increase transparency.” Of note, a Tether [blog post](https://tether.to/en/tether-and-bitfinex-reach-settlement-with-new-york-attorney-generals-office/) states, “Under the terms of the settlement, we admit no wrongdoing.” \n\nIn October 2021, the United States Commodity Futures Trading Commission (CFTC) [issued an order filing and settling charges](https://www.cftc.gov/PressRoom/PressReleases/8450-21#:~:text=The%20order%20requires%20Tether%20to,and%20CFTC%20regulations%2C%20as%20charged.&text=The%20order%20requires%20Bitfinex%20to%20pay%20a%20%241.5%20million%20civil%20monetary%20penalty.) against Tether Holdings Limited, Tether Limited, Tether Operations Limited, and Tether International Limited “for making untrue or misleading statements and omissions of material fact in connection with the U.S. dollar tether token (USDT) stablecoin.
